In order to develop a car park management strategy you will need to understand how car-parking spaces are currently allocated. When developing a car park management strategy the allocation of a space should be prioritised.

ANPR works by taking a photograph of the vehicle and running a process on the photograph to identify the numbers and letters on the plate, before checking this against a database to identify which car and driver it is. Camera systems often use infra-red to ensure recognition in all lighting circumstances. It is primarily used by police forces around the world to help tackle vehicle theft and insurance problems, and is built into speed cameras, closed circuit television cameras, and specially built units. However, ANPR can also be used to help manage a car parking area.
